Spain’s Lottery Administrator Evaluates 2022

The National Association of Provincial Associations of Lottery Administrators (Anapal) of Spain has released an evaluation of activities in 2022. The purpose of the review was to analyze efforts made in lottery activities in the last 12 months. As governments recover from Covid-19 and enter a new cost-of-living crisis, gaming authorities and companies are keen to understand how the industry has been effected for better or worse.

Anapal’s lottery findings for 2022

As a private association for lottery providers, Anapal has slightly different objectives than the Spanish government and is attempting to meet them to discuss its findings for the year. One change that 2022 brought was a shift in digital lottery dealings. Working within the regulations for online lottery offerings, Anapal has analyzed how this work has unfolded this year.

Anapal is therefore interested in meeting with the DGOJ — the Directorate General for the Regulation of Gambling — in Spain to show what it discovered in 2022. The association has prepared an initial document to explain the changes it has tracked, but believes it necessary to meet for a face-to-face defense.

Another drastic change over the last year has been Anapal’s push for higher commission rates that are not based on incentives. Their report explained that the Sociedad Estatal Loterías y Apuestas del Estado (SELAE) had focused only on incentives in their commissions approach. However, this was SELAE’s previous management, which has now changed somewhat.

In regards to commissions, Anapal explained that they were successful thanks to much work in this area. Not only has the incentives approach been forgone, but it tracked improvements across all points of sale since April, where the new approach had been made.

New lottery draw approach

Anapal also reported on its efforts towards a Mother’s Day National Lottery Draw. This draw took place in 2022 thanks to the group’s persistence and was successful in increasing turnover during that time period. Anapal also pointed out increased turnover throughout the year due to changes in La Primitiva and BonoLoto.

Both of these are now drawn weekly. Lotteries have seen various other innovations during 2022 which have resulted in higher sales and commissions for association members. In addition, the Children’s Lottery Draw will also be managed like the yearly Christmas Draw, another major sales-driver every winter.

For example, during the Children’s Lottery Draw, participants may bet on special numbers as requested, and they can change the amount of numbers they subscribe to. According to the 2022 report, Anapal was also responsible for this adjustment.

They explained it is something they have been trying to justify to SELAE for a while before it was finally approved. Anapal claims this change to the “Lottery del Ni?o” will also drive sales and create positive benefits for lotto administrators in its association.

Another big recent change to Spain’s lottery is an agreement between SELAE, Axa Seguros and BBVA Broker. This agreement has determined that point of sale managers will be assured a certain amount of pay for their work. The downside is that the pay to AXA has been reduced by 5% total. This is also related to an insurance policy employed in September 2022.

Overall, Spain’s lottery shows positive signs in terms of sales for 2022, and good projections in 2023. Bingo, on the other hand, has seen its sales decline in the last year according to evaluations made in October 2022.
